I'm building a gaming PC around my Intel i7-8700 and ASUS H310M-CS R2.0 motherboard. I mainly want to play Forza Horizon 5, GTA 5, and some other AAA titles. I currently have a 450W Cooler Master power supply, 16GB of RAM, and a 1TB SSD. Can anyone recommend a graphics card that would work well with this setup?

I agree with TechWizard42! You might also want to consider the AMD RX 5600 XT—great for 1080p gaming and should fit nicely within your budget and power limits. Just check if your case has enough space for the card though!
For your setup, I'd suggest looking at a GTX 1660 Super or an RTX 2060 if you can find one at a good price. Both should give you solid performance for Forza Horizon 5 and GTA 5 on high settings without running into bottlenecks. Just make sure your power supply can handle it, but 450W should be enough for those cards!
