I'm dealing with a billing problem on my grandma's old iPhone. She passed away recently, and I've inherited her phone. However, there's a subscription or something that was never paid for, and now I'm unable to download any apps unless I pay $200 to resolve this issue. Is there a way to fix this without spending any money, or am I stuck having to pay the $200?

It sounds like you're still linked to your grandma's Apple ID. If you have the password, you can try signing out of her account first by going to Settings, tapping on your name at the top, and then signing out. After that, erase the phone and set it up as new with your own Apple ID. That should help get rid of the billing issue! But be careful, because if you don't have the password, it might be tricky to remove her account.
You mentioned your parents won't buy you a new phone, which makes this situation tough. But if you've got a computer, you could try connecting the iPhone to it and managing some of the settings from there. You might also be able to reset it through iTunes. Just make sure you back up any important data first!
