My 7th-generation iPad had been unused for about six months. It worked normally before that, but now it keeps restarting whenever I connect it to a wall charger. I tried connecting it to my Windows laptop, which has iTunes installed, but the computer does not detect the iPad and I cannot seem to put it into recovery mode. The same laptop recognizes my iPhone. I've tried both the original cable and another USB-to-Lightning cable. What else can I try?

Make sure you’re using the recovery-mode sequence for an iPad with a Home button: connect it to the computer, then hold the Home button and the top button together until the recovery screen appears. Keep holding even if the Apple logo shows up. On Windows, update or reinstall iTunes and try a different USB port, preferably a direct port rather than a hub. Since the iPad responds to the wall charger but not the laptop, the cable, laptop port, Lightning port, or the iPad’s charging/data circuitry could be the issue.

I’m using a Windows MSI laptop with iTunes, and it recognizes my iPhone. I’ve tried the recovery button combination and multiple cables, but the iPad still doesn’t appear.
