I've deleted over 2,000 videos from my iCloud and moved them to external storage. I've also cleared them from my iPhone, including the recently deleted folders on both iCloud and my phone, but my iPhone still shows I'm almost out of storage, stuck at 63GB of 64GB. I've tried everything I can think of, but I don't understand why my storage isn't clearing.

If you have iCloud sync turned on, deleting from one place usually clears it from everywhere. Double-check your sync settings; maybe turning it off and back on could help? Your storage hiccup might be due to needing a fresh sync.
Have you checked the *Settings > General > iPhone Storage*? It gives a breakdown of what's taking up your space. Sometimes, parts of apps like Photos can be surprisingly large, even after deleting things.
