Is Microsoft Outlook on the Web Removing Contact Lists?

I've noticed an issue where contact lists in Microsoft Outlook on the Web seem to be broken or missing. Has anyone else heard complaints about this from customers? Particularly in the 'People' section for those using E1, E3, or E5 licenses, the option to create new contact lists is greyed out, and it seems that existing contact lists are disappearing completely.

I can confirm that creating contact lists still works in the New Outlook and the Classic Outlook LTSC 2024, where they're called 'Contact Groups.' It's really just Outlook on the Web that has this issue where you can't view or create those lists anymore.

Yes, this has been a real headache for many of my users as well. From what I understand, Microsoft is phasing out contact lists in Outlook on the Web and encouraging the use of M365 Groups or distribution groups instead. That’s why you can’t create new contact lists and why some existing ones are missing. It might be best to start migrating important lists to distribution groups or M365 Groups since it's unlikely they’ll bring these contact lists back.
