Is my CPU temperature reading too low, and could it cause condensation?

I've just built my new PC, and I'm using a Peerless Assassin 140mm cooler with my 9800X3D CPU. I'm noticing that at rest, my CPU temperature sits around 20 to 23 degrees Celsius. I hope this isn't a silly question, but could this low a temperature cause condensation?

It's pretty unusual for a CPU to be cooler than the ambient temperature unless you're using some extreme cooling methods. It sounds like either your CPU temperature sensor is malfunctioning or you're misreading it. Since the CPU cooler relies on the air temperature around it to function, it can't cool your CPU below room temperature.
