Is My PC’s Idle Temperature of 40°C Normal with an AIO Cooler?

I've noticed that my PC idles at around 40°C using an AIO water cooler. Is this temperature normal? Just for context, before I installed Windows, the temperature was about 26°C. Any insights would be appreciated!

Before you installed Windows, what was your PC doing? If it was just posting, the CPU was under minimal load, so it's normal for it to be cooler then.
