I'm trying to decide if the 9800X3D is worth the additional $125 compared to the 7800X3D. I primarily stream Valorant at 1080p using the Nvidia encoder and I'm considering upgrading to a 600Hz monitor. I'm also into 1080p video editing and might get into vocal mixing. How significant is the difference in 1% and 0.1% lows between the two? I'd appreciate any advice you all can share!

If you have the cash, I'd suggest getting the 9800X3D. While the 7800X3D holds its own, the 9800X3D has some improvements that make it better for multitasking, which is great since you're streaming too. Valorant has improved a lot, and it can be quite CPU-bound, so the better CPU could definitely benefit you!
If you're looking for value, the 7800X3D is definitely the better choice. But if you want to squeeze out the highest FPS possible, the 9800X3D is worth it. It all depends on what you're prioritizing in your setup!
