I'm considering upgrading my RAM from 32GB to 64GB, especially since I have an RTX 4060 with 8GB of VRAM, which feels a bit on the low side. I know using system RAM as a substitute for VRAM can slow things down, but I wonder if having 64GB RAM would provide any benefits for my gaming performance. Given that RAM prices are relatively low, is it a good idea?

Honestly, for gaming, 32GB is more than enough for almost everyone. You won't see any performance gains from going to 64GB, so it's likely a waste of money.
Going over 32GB isn’t going to benefit you in gaming. Just make sure you're using RAM that's at least 3000-3600 MHz to get the best performance.
You might be better off upgrading your GPU instead. Spending money on more RAM won't help, especially since most gamers won't even use 32GB.
Your system RAM won't improve your VRAM situation. The two serve different purposes, so upgrading to 64GB really won't make a difference in gaming performance.
