I made a $5 purchase in FC Mobile 26 on November 16. However, when I tried to download the app today, November 22, I encountered a payment issue. The App Store insists I still need to pay for the transaction from November 16, even though I've already completed the payment.

It sounds like there might be a glitch on Apple's end. Sometimes they don't process payments right away, so it could be worth checking your Purchase History to see if the transaction is fully recorded. If everything looks good on your end, you might just need to contact Apple support for help.
Definitely check that your purchase went through completely. It could be that Apple attempted to bill you again if there was an error during the initial transaction. Make sure your payment info is correct in your account settings.
