Suggestions for a Budget-Friendly PC Build?

I'm assembling a PC for a friend who wants to keep costs low. Here's what I'm thinking for the build:

* Ryzen 5 9600X
* MSI MAG B650 TOMAHAWK
* KINGSTON Fury 32GB (DDR5-6000)
* ASUS PRIME RTX 5070 12GB
* Seasonic CORE GX 850W

We're planning to reuse some storage components from his existing setup and will also use the old CPU cooler. I'd love to hear if anyone has suggestions for parts I could swap out or upgrade to enhance performance while sticking to a budget. The total cost for this setup is around 1700 Euros in the EU.

Just make sure your CPU cooler is specced right. Also, if you're using old storage, is it an NVMe type? Don't forget thermal paste if you're getting a new CPU cooler!
