I'm looking for some advice on a PC build for my 13-year-old who wants to tackle this as a summer project. He's done quite a bit of research and even put together a list of parts, but the total cost is a bit over what I'm willing to spend, especially with tax included. Do you think an AM4 setup with a 5600 CPU would be a good choice? What other options do you suggest?

I managed to trim the build down to around $900, which might be closer to your budget. Check it out here: https://pcpartpicker.com/list/NKNF9C. Hope that helps!
What does your kid plan to use the PC for? Is it mainly for gaming, video editing, or maybe some programming? Knowing that could really help in choosing the right components. What games is he into?
Going with an AM4 setup could save you some cash, especially since DDR4 RAM is less expensive than DDR5. If he's mostly into gaming, this should be a solid choice for most titles. Here’s a link to a build I've suggested: https://pcpartpicker.com/list/Q4yTxg.
I made a similar list and went for an AM4 build to stick to a budget. You can find it here: https://pcpartpicker.com/list/MNsCPJ. That should give you a decent performance for most games without breaking the bank!
