I have a micro ATX motherboard with a Radeon 9060XT graphics card, and I'm curious about the PCIe ports located beneath it. I want to know if there's any way I can utilize these for expansion. Also, I have a PCIe 1x port that's completely blocked by my GPU. Is there a way to make use of that too?

You could consider something like a low-profile PCIe card if you want to expand your setup. Here’s a link to one you might find useful: https://amzn.eu/d/iVD6Qbi.
What are you hoping to plug into those PCIe slots? If you're just looking to use something, I'd be cautious about trying to cram anything in there. Typically, if the GPU is blocking a slot, it's not usable for most setups. However, the slot beneath might work for a small device like a WiFi card without impacting your GPU's cooling.
I'm trying to use a small PCIe to SATA card for extra ports, but it doesn't fit comfortably. I'm looking into riser cables or possibly a vertical GPU stand to make it work.

Not sure that's the best advice, you really shouldn't try to crowd those ports too much!
