I'm looking for the best graphics card that's great for 1080p gaming, and I'd like to keep it under $400. Ideally, I'd prefer not to go for refurbished or used cards. I'm not planning on upgrading to 1440p anytime soon either. I've come across a few options like the 6700xt, 6750xt, 7600xt, 5060, and 4060. Most of the games I play don't require extensive video memory, so I don't really need extra VRAM.

You might want to consider the 5060 or 5060ti as well. You can find both the 8GB and 16GB models pretty easily. They handle everything well, even with path tracing in the mix!
The 9060xt is a solid choice and can be found for under $400. If you can snag the 16GB version at around $349 MSRP, I'd say go for it! I've got one and it works like a charm for 1080p gaming. Just a heads up though, while the 8GB version is decent, there are some better price-to-performance options out there if you're okay with used cards.
