What’s the easiest way to combine multiple scanned JPGs into one PDF?

I'm helping my cousin who has several documents scanned as JPGs from her phone. She needs to combine them all into a single PDF quickly. I've looked into some tools, but many either have file size limits or require you to sign up for an account. Does anyone know of reliable solutions that can be done directly in the browser?

Be cautious with online services when handling personal documents. It's safer to stick to software that doesn't upload your files to the web.

You can use Google Docs or Microsoft Word since they’re free! Just upload all the images into a document and then save or export it as a PDF. Super easy!

Check out Pdfill; it's a downloadable app that converts images to PDF. I’ve been using it for years, and it’s really reliable—just a tiny install and can be done offline!

Definitely avoid shady web pages that promise to do this—you never know how secure they really are!

If you have the Pdf Gear app on your phone, that’s a secure and free option that works well for creating PDFs directly from images.
