I've been experiencing a weird issue with my computer lately. After I start it up, I see these strange flashing lines all over my monitor during the boot process. Definitely take a picture of your screen when the lines appear. Just saying you see lines doesn't give us a full picture—it's hard to diagnose without visuals. If those lines are exactly what I think, there's a chance your GPU might be malfunctioning.
It sounds like you might want to try resetting your clock settings back to stock. If you have access to other graphics cards, it might be worth swapping one in to see if the issue persists.
