I've been having an issue with my VPS where I can't pull any images because I keep getting a rate limiting warning. It's been two days since I last pulled any images. My server is running CUPS, but I don't think it's making that many requests. Interestingly, I have another server with CUPS and more containers where I've never faced this problem. Is there any way to fix this?

It sounds like you might need to cache your pulls to avoid hitting those rate limits. The rate limits can be pretty strict, especially on Docker Hub. You can check the official documentation for more details on usage and limits.
I think 200+ pulls within six hours seems a bit excessive unless it's normal for your use case. Are you using a shared public IP for your VPS? That could explain why you're hitting the pull rate limit.
