I recently built my PC, and I've noticed that the metallic parts, like the i/o shield and the back of the video card, give me shocks whenever I touch them barefoot. My PC case seems fine. Should I be concerned about this? I also tested my old PC, and it does the same thing even with a different power supply and motherboard.

It sounds like you're dealing with static electricity. If you're getting zapped every time you touch it, it's likely just static buildup. Try touching the metal part of your PC case first to discharge any static before you touch the components again. If you still get shocked after doing that, then you might want to investigate further for possible grounding issues.
With my old PC, touching the metal would stop the shocks, but on this new one, it doesn't help.
If it’s a quick zap that you feel, that’s usually static and not too concerning. But if the shock is continuous and feels like it’s holding onto you, that could indicate a grounding issue, which could be dangerous. You should definitely check your grounding and power source just to be safe.
The shock is noticeable, but it doesn't hurt, and it just doesn't stop when I touch it.
I tried touching the wall and the back of the PC, but the shocks keep happening. I also noticed a yellow light coming through the motherboard.
