I recently reset my CMOS because I was installing new RAM sticks, but now I'm seeing that my VGA and boot lights are turned on, even when the new RAM is out of the board. What could be going on here?

Could you share your parts list? Usually, a CMOS reset shouldn’t lead to these kinds of issues; it typically just sets the display driver to default. You might want to try reseating your GPU and checking the power cables at both ends—it could be that the real issue is there.
