Why Does My RAM Cache Keep Filling Up?

I'm having a bit of a problem with my RAM cache. I've been using RAMMap to clear my cache, which usually drops it from around 13 GB to about 1.2 GB, but it fills back up to the same number in less than a day. Is there a better way to manage this, or is there something I'm missing?
