I've already tried cleaning my drivers with DDU, tweaking my BIOS and Adrenalin settings, and disabling the iGPU. Additionally, I'm using a PCIe 3.0 x4 slot with no improvement. I'm considering upgrading to a Ryzen 5 5600 along with a B550 motherboard to take advantage of PCIe 4.0. What do you think is the best course of action to maximize my FPS without breaking the bank?

The RX 6500 XT’s 4GB VRAM is a real bottleneck for modern games, which likely explains the lower FPS. I suggest you consider upgrading your GPU rather than investing in a new CPU and motherboard unless you can find them at a good price in the second-hand market.
