My parents' computer only has 4GB of RAM, and it's really sluggish, especially when using Chrome for YouTube and Facebook. Since it's an HP slim desktop from 2020, I'm considering adding another RAM stick to see if it helps. However, I'm curious if the weak CPU will still hold it back, or if additional RAM will actually make a noticeable difference in performance.

Yes, increasing the RAM can definitely help! With your current 4GB, if the memory gets full, the system starts offloading data to the swap file on the hard drive, which is way slower. So adding more RAM will reduce this paging and should improve overall responsiveness.
