I'm on the hunt for a micro ATX motherboard that has two M.2 slots, and I really need both to support 4 lanes so I can get full speed from my M.2 SSDs. I'm okay if the second slot uses PCIe 3.0, but I just can't seem to find this info easily without digging through a manual for each motherboard. Also, I'd like to have four RAM slots. By the way, I'm using an AM4 Ryzen 3900x. Any suggestions? Thanks!

Check out the ASRock B650M PG Lightning. It has one M.2 socket that supports PCIe Gen5x4 and another that supports Gen4x4. You'll get great speed from both slots!
You might want to start your search with PCPartPicker. Make sure to specify your CPU, as it's possible many motherboards have at least one full-speed M.2 slot. It's surprising that there would be limitations on modern boards.
I feel you! Most boards list their second M.2 slot as PCIe3.0x2 or sometimes PCIe4.0x2, which is just two lanes. I know some boards let you allocate lanes in BIOS by giving up a couple SATA slots, but sounds like your current board (AORUS X470 Ultra Gaming) might not support that.
