I recently built my first PC in January using the Ant Esports 211 Air case, which has a GPU capacity of 310mm. However, the 9070 measures between 314mm and 339mm long. I'm wondering if I can take out the middle fan to fit it in. I'm considering the ASRock Steel Legend model since it's the shortest option available. Could removing that fan help?

The website illustration suggests the 310mm clearance is with the fans installed. If you remove a fan, you should be good to fit a GPU that's around 335mm long, which works out well for your situation.
Case manufacturers usually specify GPU max lengths with and without fans. Since the Ant Esports 211 Air lists 310mm, that likely includes the fans. If you remove the middle fan, you could achieve around 335mm maximum length, but it's good to factor in a bit of extra space for installation, so aiming for 332mm is safer. As for the ASRock Steel Legend 9070, it's listed as 298mm, so you shouldn't need to remove any fans after all!
