I'm currently using a 5070 Ti for 2K gaming, and I'm debating whether to upgrade from a 9700X to a 9800X3D for an extra $150. Is that extra cost justified?

The worthiness really depends on what games you play. For titles that utilize the extra cache, it may be a better investment—perhaps try looking into games that can take advantage of higher settings or ray tracing, which can make CPU performance more impactful.
Just a heads-up, if you're not using an ASRock motherboard, the 9800X3D should be a fine choice. Just make sure your board is compatible before you buy!

You might also want to consider the 7800X3D instead, as it often performs similarly to the 9800X3D at higher resolutions. Many gamers overhype the 9800X3D, while the 7800X3D could suit your needs just as well, especially if you're not gaming at ultra settings.
Even if the 1% lows are better with the 9800X3D, I find frame dips really disruptive, so I'd personally go for the 9800X3D even at 1440p.

2K is actually 2048x1080, and I highly doubt that's your resolution with a 5070Ti. Honestly, the upgrade might not be worth it.
