I'm currently using a Ryzen 9 5950X with an RTX 3070, and I'm about to swap out for a Gigabyte Radeon RX 9070 XT Gaming graphics card. My setup runs on a 750W PSU. Gigabyte suggests I should have an 850W PSU, but PCPartPicker estimates that with the new card, my system will only draw around 598W. Should I upgrade my power supply, or is my current 750W sufficient?

You should be just fine with your 750W PSU. It's common for GPU manufacturers to recommend higher wattage than needed, just to cover their bases. Many have found that 750W is generally adequate for setups like yours.
