I've got an old Iiyama 24-inch monitor that's about 12 years old, and it recently started making a strange crackling sound, almost like arcing. Since I work in tech, I thought I could figure this out, but I've never encountered this issue before. The monitor is from the era of CCFL backlights, so I'm wondering if the bulb might be on its way out. The sound is definitely coming from the top back of the monitor and not from the speakers.

If it is indeed a CCFL monitor, I’d just replace it. You can find good deals on eBay or even at charity shops for under £30. Since you've mentioned considering an upgrade anyway, maybe now's the perfect time to jump to something like a 27-inch monitor!
You seem pretty tech-savvy, but this sounds like a pretty classic sign of an aging monitor, especially with CCFL backlights. It could very well be the bulb getting old. If it continues, I’d definitely recommend looking into a replacement. They're fairly inexpensive nowadays!
