Has anyone been able to get their Microsoft accounts unlocked without the frustrating 24-hour wait for ID verification, especially when the verification is sent to an inaccessible email? I just read about a recent situation where Microsoft messed up and started flagging accounts as having leaked credentials. They might've caused some of these lockouts themselves as they tried to resolve the issue.
Make sure your conditional access policies aren't locking out your break glass account if it's marked as high risk. That could be causing you issues right there.
It looks like your tenant's security might not be set up properly if you're being locked out due to compromised accounts. Do you have multi-factor authentication and conditional access configured?
I noticed the same thing in my environment; no risky sign-ins and my accounts remain unlocked.
