I'd suggest considering an AIO cooler instead of the one you picked. The stock cooler is on the weaker side, and an AIO would help manage temperatures better if you're planning to push your CPU. But if you're sticking to your budget, the air cooler is okay, just be aware of its limitations.
The GPU you're looking at (the Sapphire PULSE Radeon RX 9060 XT) is decent, but if possible, try to get the version with 16GB of VRAM. It will significantly help with performance in future games. Just keep an eye on your budget though!
