I've been experiencing some really low FPS while playing League of Legends lately. I've checked all the usual suspects like FPS caps and V-Sync settings in both the game and NVIDIA control panel, but nothing seems to change the low performance. My GPU usage hardly goes above 40%, and my specs are an i5 10400F, 16GB of 2666MHz DDR4 RAM, and a GTX 1660 Super. It's strange because I can run more demanding games like Marvel's Avengers without any issues. I'm currently trying to figure out what's going on. I'm even downloading antivirus software to check for malware, although I don't think that's the cause. I've noticed other players with superior setups experiencing a similar issue three years ago, resolving it by removing legacy DX9, which is outdated now. Any suggestions would be greatly appreciated!

It sounds like a CPU bottleneck might be the issue since your FPS isn't changing when you adjust the graphics settings. You mentioned your CPU usage is only at around 30%, but sometimes games can get hung up on optimizing threads even if the usage seems low.
