I've recently upgraded my system to a 5090 GPU and a 9800x3d CPU, having previously used a 3080 and a 5900x. Initially, I noticed good performance in Cyberpunk at 1440p with DLSS set to Quality and Frame Generation x2, but I started experiencing noticeable stutters. After benchmarking with MSI Afterburner, I discovered some concerning 1% and 0.1% low FPS numbers. I expected a significant performance boost with the new CPU upgrade, but the improvement was minimal, around 5-10 FPS. I've done extensive research and made many adjustments, yet I'm still experiencing deep FPS drops in games like Street Fighter 6, which used to run smoothly on my old setup. Have you tried toggling off the monitoring features in MSI Afterburner? Some users on AMD CPUs have noticed that keeping 'power' monitoring enabled can mess with 1% lows. Just a thought! Also, you mentioned a fresh install—did you use a USB to install it or just reset the existing system?
It might be worth trying to disable EXPO/XMP profiles. I had similar stutters every now and then, and dropping those settings helped. If that doesn’t work, consider doing a CMOS reset—it's a bit of a hassle but could clear any lingering issues that might be causing the performance drops.
