Why Is My Brother’s Laptop So Much Slower Than His Friend’s?

I'm having a frustrating problem with my brother's laptop. He and his friend have identical specs, but his friend's HP laptop outperforms my brother's Asus by a wide margin. My brother's laptop only gets around 20 FPS in the RDR2 menu, while his friend gets 30-40 FPS in the game itself. I've tried several fixes, but nothing seems to work. Any ideas on what could be causing this performance issue?

First thing to check is overheating. If his laptop is getting too hot, that could throttle performance. It might also be worth seeing if air vents are clogged, or maybe consider reapplying thermal paste if you're comfortable with that.
