Why is My FPS the Same on High and Low Settings After Upgrading to a 5070?

I just upgraded from a 3060ti to a 5070, but I'm surprised to find that my FPS in both PUBG and CS2 is pretty much the same as before. Regardless of whether I play on high or low graphic settings, and whether I'm at 1080p or 1440p, my frame rates don't seem to change. Could it be that the 5070 isn't a good card, or is it more likely an issue with my processor, an i7 12700KF? I'm really confused about what's going on.

It definitely sounds like a CPU issue. If your GPU is not getting close to maxing out, then it's a bottleneck from the CPU. Every game has its limitations based on how well they utilize the hardware available.

Have you checked what kind of FPS you're getting in CS2? That might help pinpoint the issue a bit more. And don't forget to check if Vsync is on, that could cap your frame rates too.

I usually get around 70 FPS in CS2, but it doesn't seem to change much even when I tweak the settings.

It sounds like you might be CPU bound. If your CPU can't keep up with the new GPU, it can limit your FPS. To really see a boost, you might want to consider upgrading to a newer Intel chip; the 14th gen would work well with your motherboard, just make sure to update your BIOS first. Alternatively, something like the 9800x3d would also give you a performance jump, but you'd need a new motherboard for that too!
