I'm upgrading from a 1060 3GB and found both the 5060 Ti and 9060 XT at around $450. Both options have 16GB of VRAM. I'm unsure which one to choose. Can anyone help me out with some insights?

For gaming purposes, I think the 9060 XT is a better pick. It performs well and is usually cheaper by about $70 to $100 compared to the 5060 Ti. It's great if you don't specifically need ray tracing or are working on AI tasks.
