I'm looking to upgrade my CPU and memory so I can install a 64-bit version of Windows. The socket type I have is Socket 479, and I'm currently using a Celeron M380. Since I'm not very experienced with this, I'm hoping someone can guide me on how to choose a compatible CPU. I appreciate any advice, especially since I'm trying to translate everything from Japanese. Thanks for your help!

Honestly, if you're considering an upgrade, it might be worth just getting a whole new PC. The one you have is quite old—from the early 2000s! You could find a much newer second-hand PC for what you'd spend on upgrading it. But if you're still set on upgrading, I'll need to know what motherboard you have. There were some 64-bit chips available towards the end of that socket's life cycle.
