I'm currently using a Ryzen 5 5600 CPU with an MSI B450 Pro Max II motherboard and 16 GB of DDR4 RAM, paired with a 3060 Ti GPU. I'm curious about the maximum GPU I can upgrade to with this setup. Also, would upgrading to a Ryzen 7 5700X make a noticeable difference in performance?

You can technically pair any GPU with your setup, but keep in mind that higher-end models might not run at their max performance without a better CPU. If you're considering the 5700X3D, it would be a significant upgrade for gaming.
If you're gaming on 2K resolution or higher, a GPU like the 9070XT should work well. However, for something like a 5080 or better, upgrading to AM5 would avoid any bottlenecks and make better use of those cards' capabilities.
It really depends on your budget and monitor specs, but you could potentially go up to something like a 5090. Just keep in mind that you might not get the full performance out of it with your current CPU.
Are you sure the 5600 can really handle a 5090? Seems like a stretch!
In my experience, the 9070 XT is still a bottleneck in my AM4 system even with a 5700X3D when playing at 1440p.

I'm planning to upgrade the CPU too, but I think I might just hold off and switch to AM5 instead of getting the 5700X3D right now.
