- OS: Windows 10 (not sure if this matters)

You might think about just upgrading your CPU to a 9th gen one, like the i7 9700 or i9 9900. They would give you a significant boost in CPU-heavy games. However, if you're aiming for a truly modern upgrade, you'll need to replace a lot—motherboard, RAM, and likely the power supply too.
For Oblivion Remastered, a 9th gen CPU should do the trick just fine!
