Help! My PC Won’t Boot After Rebuilding

I recently rebuilt my PC because I was planning to give it to a friend, and it was working perfectly before the rebuild. Now, though, I'm having issues because it doesn't show anything on my monitor. I've tried using multiple monitors, but nothing seems to work. My USB keyboard doesn't light up when I plug it in, and it won't turn off unless I force it. I've reconnected everything, but I still have no success. Does anyone have any advice?
