I recently upgraded from a 3070ti to a 5070ti, and ever since, my PC has been incredibly sluggish. Booting up takes several minutes instead of just seconds. I've already updated the drivers but it hasn't improved performance, and I made sure the HDMI is connected to the GPU. Surprisingly, I managed to launch Cyberpunk, but the menu was running at around 1fps, although the gameplay itself was somewhat playable. Even moving the mouse feels laggy. I used DDU to do a clean install, and while the PC was fast again right after that, it lagged terribly once I installed the drivers again. My setup includes an Intel Core i5-12600KF processor and a Gigabyte B660 motherboard. I've heard changing the PCIe settings in the BIOS might help, but I only see options for PCIe slot 1 or 2. I'm looking for any tips to resolve this issue.

Have you tried reseating the GPU? I had a similar lag issue, and reseating it worked wonders for me. It's a simple step and worth a shot!
Make sure you're using the Game Ready drivers instead of the Studio drivers. If you have a DisplayPort cable, that might also improve performance. Also, check if your games are installed on an SSD instead of an HDD; that makes a big difference!

Check the PCIe generation setting in the BIOS. It might have defaulted to PCIe 5.0 while your motherboard only supports 4.0. Also, make sure to reseat the GPU as well; it could help!
Honestly, there's barely any difference between the Game Ready and Studio drivers, so that might not matter all that much.
