You actually don't need to buy a separate CPU cooler since the stock one that comes with the CPU works just fine. I recommend going with an i5 12400F to make the most of your budget. Also, spending $80 on a power supply seems steep for this price point; a 650W PSU should suffice for your build and future upgrades.
