How can I limit external email addresses in the ‘To’ field?

Hey everyone, I've run into a bit of a situation at work. A user recently sent an email to around 30 external contacts, which triggered a reply-all disaster. Now, I've been tasked with creating a rule to limit the number of external email addresses that can go in the 'To' field to encourage the use of BCC instead. I came across the 'RestrictExtRecips for O365' add-in but, since we're a non-profit, we can't afford the licensing. I'm looking for any alternative solutions or guidance you might have. You can actually set a maximum recipient limit for the email. This won't stop people from entering more addresses initially, but once it hits the server and exceeds the limit, the message will be rejected. Just keep in mind that this applies to the 'To' field and not BCC recipients, so users could still go that route.
