I'm currently upgrading from a GTX 1650 and I'm trying to decide on my next GPU. I found a used RX 6750 XT for $292, a 2080 Ti also for $292, or I could wait for the new 9060 XT with 16GB. What should I do?

I think saving for the 9060 XT is a smart move. Those older GPUs are great, but technology moves fast, and by the time you're ready to buy again, you might even find the prices for something like a 9070 within reach!
Both used cards are solid options, but they might feel like short-term fixes. Since you've managed with a GTX 1650 so far, it could be worth being patient and waiting for the next generation graphics cards. They’ll offer better value in the long run!
I'd recommend waiting for the 9060 XT. It's a new generation GPU, and with current prices, buying older models like the 2080 Ti or RX 6750 XT could leave you regretting it down the line. Future-proofing your build is smart!

But the 9070 is way more expensive than the 9060 XT; I can't afford that yet!
