I found an RTX 3070 for just 100 CAD (about 72 USD) being sold with the condition "Card turns on for a split second then shuts off." I'm always on the lookout for a good deal, especially if I can fix something myself. I asked the seller about the power supply wattage, and he mentioned it's probably 850W. I'm wondering, is this a common issue, and can it be reasonably fixed?

It might be fixable, but it depends on your skills. If you have solid soldering skills and the right tools, you're in a better position. However, considering the card's worth is around 250 USD when working perfectly, all the tools and parts could end up costing you more than it’s worth in the end.
I can solder, but if sourcing new parts is involved, it might not be worth it.
