I have a tight budget of around $250 and I'm looking for a PC that can run Roblox and Minecraft smoothly. Streaming would be a bonus, but right now, I'm mainly focused on playing these games. Any suggestions would be greatly appreciated!

If you want the best bang for your buck, I'd suggest considering an AM4 socket with an APU like the 5600G. They’re really good for budget builds and should keep you within your price range.
I’ve had success buying refurbished HP desktops on eBay. They usually run just fine for everyday gaming tasks, and I'm currently using an old eBay PC as a media server, which works great. You could find a decent setup for your needs there!
Honestly, if your budget is tight, a decent laptop could be a good option. Both Roblox and Minecraft can run on a budget laptop without stretching your funds too much. I had a 2018 laptop that handled Minecraft quite well!
You might want to save up a bit more if you can. A $250 PC will only perform okay. It might be worth looking for a used desktop with at least a ninth-gen i5 processor, and pair it with a low-profile GPU like the RX 6400 or a used RTX 3050. For about $450, you can build a solid AM4 PC that will last you much longer and perform way better.
I have a HP 14-dk1025wm as well, but it's super slow—my disk goes to 100% and it takes a long time to boot and open apps. It's frustrating because it's not that old!
