I'm wondering if the HP 290 G4 can handle RAM speeds higher than 2933MHz. Specifically, can I use 3200MHz RAM in it without issues? I'm considering a 16GB stick for it.

Just to clarify, if you decide to go for a 64GB 3200MHz RAM, it will also be downclocked to 2666MHz. So, you're not really getting the high speed, but you will have more capacity.
The maximum RAM speed the processor supports is actually 2666MHz. You can purchase RAM rated for higher speeds, like 3200MHz, but it will downclock to 2666MHz when used in this system.
