I built my PC back in 2020 and originally wanted to use a Ryzen 5600, but I couldn't find one at that time, so I settled for a different CPU. I'm noticing that my performance in certain games, as well as my 3DMark scores, seem to be lower than expected. I'm wondering if my CPU is the bottleneck in my system, especially during gaming.

Yeah, I think your CPU might be holding you back a bit. Even though your RTX 3070 is decent, it’s not great for 1440p anymore. I’d recommend looking into upgrading to something like a Ryzen 5 9600X or 7800X3D along with some decent RAM. If you're looking for a budget option, a used Ryzen 5 5700X3D could be good too! After that, consider upgrading your GPU to something like a 9070XT later on.
Just a heads up about your RAM setup. If you're using four sticks, make sure to check your motherboard specs, as using four can lower your RAM speed. Also, are you sure about the timings? I noticed you mentioned CL18, but CL16 is preferable.
You might want to consider a 5800XT. It offers a substantial performance boost over what you currently have, but it's unfortunate that you missed the window for X3D chips as their prices have really surged.
It’s tough to say for sure without concrete performance numbers. What’s your average frame rate in your games? That would help gauge if it’s really a bottleneck.
