Why won’t my computer boot into Safe Mode?

I'm having trouble getting my computer to boot into safe mode. When I access the Windows Recovery Environment (winRE) and choose startup settings, I'm supposed to press restart to see a list of options. But instead of showing me the options to boot into safe mode, it just goes back to booting normally. Is there a way to fix this issue?

Have you tried using a different monitor or TV? Sometimes, the display settings can throw things off. Also, if you're using HDMI, switching to DisplayPort might help. Double-check your monitor settings too—stuff like HDR and resolution can confuse what's reported to Windows.

I tried setting my resolution to 1600x1136, but it didn't support that, so I just got a no signal error. I'm using an old flat-panel TV with VGA in widescreen.
