I'm in the process of putting together a new PC rig featuring a 9800X3D, and I currently have a 5900X with a 3090. I'm debating whether to keep the 3090 or make a switch to a 9700XT. Would it be a reasonable change, or is the 9700XT just a lateral move? Any insights would be appreciated!

While the 9700XT is indeed faster, I really think you should test the 3090 first with your new build. If it works well for you, you might save some cash for a bigger upgrade down the road.
Honestly, I think it's a bit of a no-brainer to keep the 3090 for now. You already have it, and you can always test it out in your new setup first. If it doesn't meet your expectations, then consider an upgrade later on.
Switching to a 9700XT would be more of a side grade, in my opinion. I'd stick with the 3090 and see how the GPU market evolves in the next year or two, especially with RDNA5 on the horizon.
