I'm dealing with a tricky situation for a customer using an M3 O365 license. They have a 100GB mailbox limit and while they are not at capacity yet, they're facing issues with deleting items or emptying their deleted items folder. Whenever they try to delete, the items inexplicably reappear. There's also strange behavior with their calendar; they can't edit existing appointments but can create new ones or delete existing ones. It seems like this could be related to a 'never delete' retention policy that's in place because of some pending litigation. We suspect this is preventing the recoverable items folder from being emptied as it should, which currently is set to clear every 14 days but isn't working properly. I'm curious if temporarily setting the retention policy to 'None' would allow us to change the 'empty recoverable items' policy to a shorter timeframe like 1 or 3 days, or is there a way to manually clear the folder without altering the retention policy?

You could look into the auto-expanding archive feature. However, there’s a bit of a catch—it's not super clear how to specify which folders to archive. From what I gathered, it looks like it tends to auto-archive everything in the mailbox, which may not be what you want since you just need to clear the recoverable items.
You might want to mess around with the retention policy, but I'd be cautious. The 'never delete' setting usually keeps items from being removed from the second-level trash, which makes it look like they're deleted when they're actually still taking up space. Don't forget about litigation hold—it’s different from the retention policy and can stop even admins from clearing items. To access the recoverable items, check the Admin Center or use PowerShell, but keep in mind the GUI can be pretty slow.
Have you thought about using the compliance center? Some users have mentioned that you can purge items from the recoverable items folder by using keywords or folder IDs. It might be worth a shot!
