I'm currently using a midrange setup from 2020 with an i5-9600k and a 3060 12GB. Lately, I've been having some CPU performance issues, and I'm considering switching to AMD. I'm torn between going for AM4 or AM5. I know AM5 is more future-proof, but given that AM4 prices have dropped significantly, I'm tempted by it as a budget option. Is shifting from a 9th gen Intel to AM4 a wise move?

If you're asking about an i9 9900k, then going to something like a 5600 just isn't worth it. A 5700x3d would be a solid choice but it's kind of pricey right now, which is why I think transitioning to AM5 makes more sense.
Honestly, I wouldn't recommend AM4 right now. The cheaper AM4 processors, like the 5600, can bottleneck many CPU-intensive games, plus DDR4 is slower compared to DDR5. Opting for AM5 might cost a bit more now, but it'll save you from needing to upgrade your CPU, motherboard, and RAM again in a couple of years.

Oops, typo! I meant the i5-9600k.
